Having seen great foster care provided to children in Serbia, I can
personally attest to how great this is for kids… EXCEPT…. UNICEF holds
solidly to the goal for every unparented child is to have a “family
environment” rather than making permanency planning the end goal for
every child – a forever family – not just a family “environment”.
